The Malta Permanent Residence Programme (MPRP) offers permanent residency in an EU country through a combination of government contributions, property requirements, and due diligence. Minimum contribution starts at EUR 100,000 (plus property or rental investment).

Investment: USD 100,000+

Processing Time: 4–6 months

Highlights

  • The MPRP grants permanent residence in Malta — a safe, stable EU country with access to the Schengen Area.
  • No physical stay requirement (only one visit during the process).
  • You and your family receive the right to live, settle, or reside indefinitely in Malta.
  • Visa-free travel across the Schengen Zone (26 European countries).
  • Lifetime permanent residency status for the main applicant and qualifying family members.

Requirements

  • Open to non-EU/EEA/Swiss nationals.
  • Must be at least 18 years old and have a clean criminal record.
  • Must show proof of at least EUR 500,000 in capital (with at least EUR 150,000 in financial assets).
  • Must make a government contribution of at least EUR 100,000.
  • Must either rent a property (min. EUR 10,000/year in South Malta or Gozo, EUR 12,000 elsewhere) or purchase a property (min. EUR 300,000 in South Malta or Gozo, EUR 350,000 elsewhere).
  • Must make a EUR 2,000 donation to a registered NGO in Malta.

Process

  1. Engage a Licensed Agent: All applications must be submitted through a licensed Maltese agent. They will guide you through the entire process and assist with document preparation.
  2. Gather Documents and Complete Application: Collect all supporting documents, including proof of wealth, identity, and family relationship. Your agent will help ensure they meet Maltese government requirements.
  3. Submit Application to Residency Malta Agency: Your licensed agent submits your application along with initial fees and documentation.
  4. Undergo Due Diligence and Background Checks: Malta applies one of the world’s strictest due diligence processes. Approval is contingent on passing a thorough background check.
  5. Receive Letter of Approval: Once your application is approved, you receive a Letter of Approval in Principle, which outlines the steps you must complete to receive residency.
  6. Fulfill Investment Commitments: You will then need to fulfill all investment obligations, which include making the required government contribution, renting or purchasing a qualifying property in Malta, and donating to a registered Maltese NGO.
  7. Visit Malta and Submit Biometrics: The main applicant (and adult dependents) must visit Malta once to submit biometric data for residency card issuance.
  8. Receive Residency Cards: You and your family receive Malta permanent residence cards, valid for five years and renewable as long as investment obligations are maintained.
